The communes are mostly the poorest coastal areas of Vietnam, especially in Quang Nam.
In the first week of April 2011, representatives of RECERD and International Cooperation Center of Farming and Fishing (ICAFIS) organized training courses on livelihood, credit, organizational management, fund raising and fund management for about 70 coastal fishing households in two communes of Duy Nghia and Duy Hai, Duy Xuyen District, Quang Nam Province.
These activities are part of the program on Fisheries Livelihoods in South Asia and Southeast Asia (RFLP) funded by the Spanish Government for Vietnam, through the Food and Agriculture Organization of the United Nations (FAO).
“The training has provided us with new knowledge. I can learn and exchange concerns, difficulties and solutions with other families and communities,” said Mr. Nguyen Xuan China, a fisherman in Duy Nghia Commune .
“After completing this study, I think about reducing the number of sea fishing days in order to develop new business ideas. I would like to visit the model of community tourism in Hoi An,” Said Ms. Nguyen Xuan Jiang, a trainee in Duy Nghia.
“The fisheries resources decrease and some traditional fishing grounds, like Cu Lao Cham, have been closed owing to the expansion of Marine Protected Areas. Cham fishermen are quite interested in the project for the development of new sources of income for fishermen,” said Ms. Nguyen Quynh Lien Hai Duy. a fisherman's wife (Mr. Phan Van Truong).
We discussed and made plan together in Duy Hai. Iguana farming is likely a good idea in sandy coastal areas, because we have the advantage of food sources and most of the households in the commune could afford the investment.
Duy Nghia and Duy Hai communes are poor. They were under program 135 of the Government. For years the local economy remained underdeveloped because of barren land, white sand and isolation. The main sources of income are marine fishing, cultivating sweet potatoes, and peanut farming and fish cultivation. This is one of the localities most vulnerable to climate change,.
